Position Summary
The PMO Manager is responsible for overseeing IT demand and project portfolios, ensuring the efficient capture, control, and execution of IT initiatives. This role combines hands-on project management with strategic oversight, focusing on the practical implementation and day-to-day management of IT projects, processes, and governance.
Main Duties & Responsibilities
IT Demand Management
•
• Define, implement, and continuously improve the demand management process for IT initiatives.
• Run weekly demand review board meetings with the IT leadership team.
• Monitor the IT demand portfolio, flagging issues to demand owners and ensuring alignment with business priorities.
• Track and report on key performance indicators (KPIs) for the demand management process.
• Drive continuous improvement on the Demand and Project Delivery process.
• Manage and enhance the IT Demand Management Tool (PPM).
Project Portfolio Management (PMO)
•
• Maintain an up-to-date IT project portfolio and ensure project management processes are followed.
• Define IT Project Portfolio and Programs in close coordination with IT Leadership.
• Oversee project delivery quality, ensuring alignment with company guidelines and best practices.
• Monitor project KPIs and take corrective actions as needed.
• Manage IT project manager resources and assist project owners in sourcing suitable Project Managers and Project Resources.
• Oversee project resourcing requirements, both for internal and external resources.
• Closely align with the IT and Business teams to ensure resource availability and prevent overutilization.
• Organize and facilitate business steering committees and project review meetings to ensure stakeholder alignment and project transparency.
Financial Management
•
• Develop, manage, and maintain the project budget by tracking actual expenditures and forecasting future costs.
• Supervise the IT project budgeting process and ensure spending is monitored against the approved budget.
• Support project and business managers to develop the project budget.
• Prepare and present regular IT demand and project reports that include status updates, budget figures, and expenditure details.
• Conduct regular IT demand and project review meetings covering status, budget, and spending information.
Process & Reporting
•
• Implement improvements to IT demand and project management processes.
• Ensure accurate and timely reporting to all relevant business and IT stakeholders.
• Ensure all Project Managers follow the same project reporting process and methodology.
• Oversee quality process in all projects.
Functie-eisen:
Minimum 3 years of Project Management experience.
Program Management experience.
Proven experience in creating and managing project budgets, actuals, and forecasts.
Experience with resource management and IT demand/project analysis.
Knowledge of project management methodologies.
University degree required; Oil & gas experience preferred.
Strong communication skills, able to present complex issues clearly and influence others.
Fluent in English (oral and written); Norwegian language skills preferred.
Advanced Excel and data analysis for budget tracking and forecasting.
Experience with project management software (e.g., MS Project, PowerPPM, Azure DevOps, MS Planner).
Strong analytical and problem-solving skills.
Negotiation and conflict resolution.
Presentation skills (for reporting to senior management and steering committees).
Understanding of business case development and benefits realization.
