Job Description

HbR is committed to the inland shipping modality for four aspects:



• Sustainable and climate-neutral inland shipping


• Smart and efficient logistics chains


• Robust infrastructure network with facilities and services


• Smooth and safe handling of shipping traffic

Projects are ongoing within the port on each of these aspects, on the goods corridors, sometimes led by ourselves but often also by other public or private parties. Due to the significant impact, HbR chooses to take an active role in various initiatives (such as the MIRT goods corridors, the rollout of battery electric sailing, or measures for a robust waterway network).


We are particularly looking for a critical, analytical person who can quickly penetrate to the core of problems based on knowledge and experience and then express and defend this in a clear manner. Moreover, a team player who collaborates externally in project and working groups with other stakeholders as well as internally with colleagues from our and other departments. This requires a lot of your communication skills. You will be deployed on multiple projects simultaneously, so you must be able to switch quickly and also maintain an overview.


Within HbR, there is a strong focus on data-driven work. A team of data scientists within and outside EM develops dashboards and analyzes data from HbR's data lake to support insights and policy/project choices. Insight into data and interaction between the advisor and the data scientist are an important part of your work.


What will you do?


As a shipping advisor, you will assist the program manager in the preparation and execution of various ongoing projects. The precise implementation is in consultation. You can think of:




• Digital information provision to the skipper (bridge height, berth availability, facilities)


• Optimization of traffic handling around bridges (road traffic disruption, shipping safety, rail)


• Economic impact of disruptions (investigating impact effects and substantiating possible mitigation measures).


• Emission monitoring and forecasting: shaping HbR's commitment to sustainability based on fleet development, energy mix, and future regulations and incentives.

Kandidaat heeft minimaal 3 jaar relevante werk ervaring met beleidsontwikkeling op het raakvlak van havens/binnenvaart
Kandidaat heeft affiniteit met vraagstukken op het gebied van benutten van infrastructuur en digitalisering
Kandidaat heeft kennis van de binnenvaartsector
Kandidaat heeft ervaring in projecten waarin met andere overheidsorganisaties (bijv. Rijkswaterstaat, provincies) wordt samengewerkt
Kandidaat heeft kennis en ervaring in het publieke domein en met strategisch omgevingsmanagement
kandidaat heeft een relevante HBO of WO opleiding afgerond
